Quick note: KLMIS is Kenya's official labour market intelligence platform under the State Department for Labour and Skills Development. We do not sell personal data.

1. About this policy

This policy applies to the Kenya Labour Market Information System (KLMIS) and all its digital services and tools including the Career Navigator, KeSCO Explorer, Labour Market Dashboards, Skills Exchange & Technician Marketplace, Economic Demand Signals, and related API integrations operated by the State Department for Labour and Skills Development, Republic of Kenya.

It explains what information we collect across these services, why we collect it, how it is used, and how you can exercise your rights and choices as a user of KLMIS.

2. Information we collect

Information you provide directly

  • Account registration details (e.g., name, email address, phone number) where user login is enabled.
  • Technician and professional profiles on the Skills Exchange & Technician Marketplace, including skills, qualifications, location, and service descriptions.
  • Career Navigator assessment responses, skills self-assessments, and career interest submissions.
  • Feedback, enquiries, and support requests submitted through KLMIS platforms.
  • Download or access request forms (e.g., name, institution, email) required for accessing full datasets, taxonomy exports, or restricted publications.

Information collected automatically

  • Device and browser information (e.g., user agent, browser type, screen resolution) and usage events (e.g., pages visited, search queries, occupation nodes viewed, reports downloaded).
  • Log data including IP address, access timestamps, and referrer URLs for security, fraud prevention, and usage analytics.
  • API usage logs for approved integration clients, including endpoint accessed, request method, response status, and request metadata.
  • Location data (county or region level) where voluntarily provided or inferred from usage context to support localised labour market intelligence.

3. How we use information

KLMIS uses collected information to:

  • Deliver and continuously improve all KLMIS platforms, tools, dashboards, and services.
  • Generate personalised career recommendations, skills pathways, and occupational insights through the Career Navigator.
  • Power labour market intelligence including national and county indicators, vacancy trends, wage signals, and workforce analytics.
  • Operate the Skills Exchange & Technician Marketplace, enabling technicians to be discovered and clients to find verified skilled professionals.
  • Support security monitoring, abuse prevention, and platform integrity across all KLMIS digital services.
  • Respond to enquiries, feedback, and support requests from users, institutions, and development partners.
  • Operate, audit, and manage API integrations including rate limiting, usage reporting, and troubleshooting for approved third-party clients.
  • Produce aggregated, anonymised statistical outputs for policy planning, research, and public reporting — no individual is identifiable in published statistics.

4. Sharing & disclosure

KLMIS may share information only when strictly necessary and in line with applicable Kenyan law:

  • Government agencies and statutory bodies including the Kenya National Bureau of Statistics (KNBS), Kenya National Qualifications Authority (KNQA), and other relevant ministries and departments for lawful labour market and workforce planning purposes.
  • Service providers and technical partners who support KLMIS hosting, cloud infrastructure, analytics, or system operations — all bound by confidentiality and data processing agreements.
  • Development partners and research institutions only with aggregated, anonymised data for research, policy analysis, and programme evaluation purposes.
  • Legal requirements where disclosure is required by Kenyan law, court order, or other lawful government process.
  • Security and integrity to investigate abuse, fraud, or to protect users and the KLMIS platform.
We do not sell your personal data to any third party under any circumstances.

5. Security

KLMIS implements security measures proportional to the sensitivity of the data held, including:

  • Role-based access controls for administrative, editorial, and data management areas.
  • Audit trails and event logging to support operational integrity and incident response.
  • API keys and credentials stored as cryptographic hashes — raw keys are never stored.
  • Continuous monitoring to detect suspicious activity, unauthorised access, and abuse.
  • Secure data transmission protocols (HTTPS/TLS) across all KLMIS platforms.

No system is entirely immune to risk. KLMIS continually reviews and improves its security controls in line with government security standards and best practice.

6. Data retention

KLMIS retains personal information only for as long as necessary to fulfil the purposes for which it was collected, including providing services, complying with legal obligations under Kenyan law, resolving disputes, and enforcing platform policies.

Retention periods vary by data type — for example, security and access logs are retained for a shorter period than registered professional profiles or published labour market research. Where data is no longer required, it is securely deleted or anonymised.

7. Your rights & choices

As a user of KLMIS, you have the following rights in relation to your personal information:

  • Access: Request a copy of personal information we hold about you.
  • Correction: Request correction of inaccurate or incomplete information.
  • Deletion: Request deletion of your personal data where it is no longer required, subject to any legal retention obligations.
  • Objection: Object to processing of your personal data in certain circumstances as provided under applicable Kenyan data protection law.
  • Communications: Opt out of non-essential communications where applicable.
  • Cookies: Manage cookie and analytics preferences through your browser settings.

8. Children's privacy

KLMIS services are designed primarily for use by adults, job seekers, employers, institutions, and policy stakeholders. Where young people access KLMIS tools — particularly the Career Navigator or skills pathways — this should be done under appropriate institutional or parental guidance and in accordance with applicable Kenyan law. KLMIS does not knowingly collect personal data from children under 18 without appropriate consent or institutional oversight.

9. Cookies & analytics

KLMIS platforms may use cookies and similar technologies to support user sessions, remember preferences, enhance usability, and understand how features are used across the system. Analytics data is used in aggregate to improve platform performance and service delivery.

You can manage or disable cookies through your browser settings. Please note that disabling cookies may affect the functionality of certain KLMIS features including user login, dashboard personalisation, and Career Navigator sessions.

10. Changes to this policy

KLMIS may update this Privacy Policy from time to time to reflect changes in our services, legal requirements, or data practices. When material changes are made, the "Effective" date at the top of this page will be revised and we may provide additional notice through the KLMIS platform or official government communication channels where appropriate. We encourage users to review this policy periodically.
